Scaling Recruiter Proficiency Across Regions, Brands, and Compliance Needs
PageGroup is a UK-based recruitment business operating across three core subsidiary brands: Michael Page, Page Personnel, and Page Executive. Its recruiters relied on Customer Connect, PageGroup’s integrated ATS and CRM platform built on Salesforce, to manage client and candidate relationships, progress applicants through hiring stages, and deliver placements.
Customer Connect sat at the center of operations, which made onboarding, workflow consistency, and data governance non-negotiable. PageGroup needed recruiters to follow specific, step-by-step processes that protected customer and candidate data, supported regional requirements like client consent and EU pay compliance, and kept pipeline activity measurable.

THE CHALLENGE
Its Legacy DAP Couldn’t Support Its Dynamic Workflow and Content Creation Requirements
PageGroup had previously used a digital adoption platform, but it lacked the technical needs required to enable users on Customer Connect, which heavily utilizes dynamic page layouts. It also required a more thorough guided experience for its new recruiters to improve readiness, as well as advanced field-level guidance and validation to support them in the flow of work.
For its technology adoption team, its legacy DAP had a tedious content creation process that often resulted in unstable admin and end-user experiences, constraining how quickly the team could ship change inside the platform.
For end-user recruiters, workflow adherence carried real consequences. When recruiters deviated from the governed process steps, productivity dropped, automation and AI investments lost value due to incomplete or inaccurate data, and compliance exposure increased. Customer Connect required user guidance that lived inside the workflow, not inside a separate training portal.
PageGroup also needed a change delivery model that could keep pace with frequent releases and high-priority initiatives, including new feature launches and regional compliance updates. A broadcast-only training strategy put pressure on enablement teams, increased reliance on support, and created uneven adoption patterns across regions.
THE SOLUTION
Targeted User Guidance and Cohort-Based Adoption Strategy for Customer Connect
PageGroup implemented Whatfix DAP alongside Whatfix Product Analytics to first measure adoption, track usage, identify friction, and understand what drives workflow behavior change. Its enablement team used this data to deliver guided experiences through its critical recruiter workflows, including in-app guidance like Flows, Smart Tips, Pop-Ups, Launchers, Self Help, and Task Lists, with localization and translations for its non-English teams.
Onboarding for new recruiters shifted from passive, classroom-style learning into guided, hands-on readiness training embedded within the Customer Connect platform.
Recruiters completed guided Task Lists before live system usage to eliminate instructor-led sessions, and added in-app links to knowledge assessments and learning systems to track completion and readiness. This contextualized onboarding and provided hands-on practice for new recruiters, while also reducing the burden its subject matter experts and internal instructors.
PageGroup also used targeted content delivery based on user context and behavior. Recruiters with low adoption rates received focused guidance designed to move them into the right workflows, while campaigns and feature launches used in-app messaging to drive consistent execution. For regulated workflows, guidance emphasized steps that protected data quality and compliance, including consent guidelines and pay transparency requirements.
Stefanie Lotz summarized the business impact of the onboarding redesign: “With Whatfix, we significantly reduced the time new joiners spend on onboarding. They now spend 45% less time in training, with a far more interactive experience, and we’re seeing them get up to speed on our core technology much faster.”
THE RESULTS
44% Faster Time-to-Proficiency for Recruiters and Stronger ATS Workflow Compliance
PageGroup reduced new recruiter time-to-proficiency from six to four weeks, while reducing ATS-related training sessions from 17 hours to 9.5 hours, driving a 44% reduction in overall new recruiter training time and improving day-to-day readiness on core Customer Connect tasks. The shorter recruiter onboarding cycle also reduced the burden on its IT support desk team, since recruiters were now receiving self-service answers at the moment of need.
This self-service scaled across the organization. Recruiters executed more than 12,500 Self Help searches over the first eight months of Whatfix deployment, with 97% of searches successfully resolving queries. This reduced workflow interruptions and gave recruiters a reliable way to find guidance without pausing work or escalating to internal IT support teams.
Campaign execution improved through governed adoption. A major example was its Job Advert Generator new feature launch. Adoption remained low after its traditional feature rollout, so PageGroup used targeted in-app experiences to launch a test that hid its legacy workflows in select countries, allowing them to measure the impact of removing it. In the UK, this increased its Job Advert Generator feature usage from 67% to 92% of listings.
